Halloween was introduced to the United States by English, Irish & Scottish settlers, but was not originally celebrated lavishly with costumes and trick-or-treating. In fact, the tradition of trick-or-treating was not fully popularized until after World War II. The end of the war yielded communities of people eagerly coming together with heightened hopefulness and a yearning for celebration. Halloween, which had always carried a slight association with costumes and guises, paired with the onslaught of new suburban neighborhoods that were constructed in the 1950s and 1960s, provided the perfect stage for what we now call trick-or-treating. Trick-or-treating was seen as a wholesome family activity, allowing neighbors to connect in light-hearted fun.
